Why water make sense to HPC

I made an announcement with data center team - I need 40KW per rack. Data center cannot make any change without significant investment. Only co-location data centers or newly build data centers can offer high density power. Most of the data centers can only do 7KW - 16KW max.
Today, I told the facility team, I will need100KW. If most data center cannot deliver cold air to me. How about cool water?
Almost every single HPC vendor has water cool solution. Different approach:
1. Cooling CPU only with water. Water pipe to CPU
2. Cooling CPU & memory with water. Water pipe to CPU & memory
3. Cooling the whole mother broad with water (via copper plate at the bottom of mother broad)
4. Cooling the whole rack with water.
Cooling door, supplement cooling from the top of rack /side of the rack.
